CALL FOR BIDS 90TH AVENUE NW EXTENSION City of Stanwood Sealed Bids will be received by the City of Stanwood Public Works Director at 10220 270th Street NW, Stanwood, WA 98292, until 2:00 P.M. Wednesday February 5, 2020, and not later, and will then and there be opened and publicly read at that time for the construction of the following improvements: The 90th Avenue NW Extension project consists of constructing roadways within Stanwood's Downtown Center. Work includes constructing new streets for 90th Avenue NW from 271st Street NW to Viking Way and for Viking Way from 90th Avenue NW to 88th Avenue NW by clearing and grubbing, removals, excavations and embankments, surfacing and hot mix asphalt pavement, drainage, landscaping, curbing, sidewalks and curb ramps, illumination, signing, channelization, water and sanitary sewer improvements, erosion/water pollution control. The Engineer's estimate for this project is in the range of $2,900,000 to $3,100,000. The project's Physical Completion Date shall be within one hundred and forty (140) working days of the Notice to Proceed. Free-of-charge access to project Bid documents (Plans, Specifications, Addenda and Bidder's List) is provided to Prime Bidders, Subcontractors, and Vendors by going to http://www.bxwa.com and clicking on: "Posted Projects"; "Public Works", and "City of Stanwood". This online plan room provides Bidders with fully usable online documents with the ability to download, view, print, order full/partial Plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders "Register" in order to receive automatic email notification of future Addenda and to place themselves on the "Self-Registered Bidders List". Bidders that do not register will not be automatically notified of Addenda and will need to periodically check the online plan room for Addenda issued on this project. Contact Builder's Exchange of Washington at (425) 258- 1303 should you require assistance with access or registration. Bidders List and automatic email notifications will only be accessible on the Builder's Exchange website. Project Bid documents (Plans, Specifications, and Addenda) will also be available on the City of Stanwood's website by going to http://www.ci.stanwood.wa.us and checking on "Bids & RFPs", under "Doing Business." All Bids shall be submitted on the prescribed Bid Forms and in the manner as stated in this Advertisement and in the Project Manual, and said Bids shall be accompanied by a Bid deposit in the form of a cashier's check, postal money order, or Surety bond to the City of Stanwood in the amount of five percent (5%) of the total amount of the Bid. If a Surety bond is used, said bond shall be issued by a Surety authorized and registered to issue said bonds in the State of Washington. The bond shall specify the Surety's name, address, contact and phone number, and shall include a power of attorney appointing the signatory of the bond as the person authorized to execute it. Should the successful Bidder fail to enter into the Contract and furnish satisfactory performance bond within the time stated in the Information for Bidders, the Bid deposit shall be forfeited to the City of Stanwood. Faxed Bids and/or Surety bonds will not be accepted. The City of Stanwood in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all Bidders that it will affirmatively insure that in any Contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit Bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an Award. The City of Stanwood reserves the right to accept the Bid that is in the best interest of the City, to postpone the acceptance of Bids and the Award of the Contract for a period not to exceed forty-five (45) calendar days, or to reject any and all Bids received. Subject to the foregoing, the Bid may be awarded to the lowest responsible Bidder. When awarded the Contract, the successful Bidder shall promptly execute the Contract and shall furnish a bond of faithful performance of the Contract in the full amount of the Contract price. Bids must be submitted in a sealed envelope with the outside clearly marked with the Bid opening date and time, the project name as it appears in this Advertisement and the name and address of the Bidder.
