CITY OF ARLINGTON Addendum Supplemental Environmental Impact Statement City of Arlington Urban Area Comprehensive Plan 2015 Update ADDENDUM: The City of Arlington adopted an integrated SEPA/GMA Comprehensive Plan update on July 6, 2015. According to accepted procedure, the Plan was submitted to the Puget Sound Regional Council (PSRC) for certification which qualifies the City for certain state and federal transportation funding. The PSRC granted conditional certification in 2016 as conforming to the Growth Management Act and as "consistent with multicounty planning policies and the regional transportation plan." Full certification would require that certain inconsistencies be addressed, resulting in certain amendments to the adopted 2015 Plan. Those changes have been made and fall within the boundaries of the Supplemental Environmental Impact Statement completed for that Plan. An Addendum is therefore warranted to complete the SEPA review. ORIGINAL DESCRIPTION OF PROPOSAL: The City of Arlington plans under the Washington Growth Management Act (GMA) (RCW 36.70A.). The Act requires that cities periodically update their plans with current information, new rules and revised city codes. Arlington adopted its last plan in 2008, with forecasts and policies geared toward a Year 2025 vision. This updated Plan has a "horizon year" of 2035 and embraces the Puget Sound region's Vison 2040. PROPONENT: City of Arlington LOCATION OF PROPOSAL: The 2015 Plan covers the incorporated area of the City of Arlington, the unincorporated portion of the Urban Growth Area and the unincorporated area of the Arlington Water Service Area. LEAD AGENCY: City of Arlington DETERMINATION: The lead agency for this proposal has determined that the proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2) (c). This determination assumes compliance with State law and City of Arlington ordinances related to general environmental protection. This decision was made after review of a completed Supplemental EIS and other information on file with the lead agency. This information is available to the public upon request. There is no comment period or agency appeal associated with this addendum.
