CITY OF LAKE STEVENS CALL FOR BIDS 20th Street SE Phase II [Segment 1] 83rd Avenue SE to 91st Avenue SE Project CoLS Project No. 18008; TIB FUNDING # 8-1-146(001)-1 Notice is hereby given that sealed Bids will be received by the City Clerk at Lake Stevens City Hall, 1812 Main Street, P.O. Box 257, Lake Stevens, WA 98258 until 10:00 a.m., local time, on March 10, 2020 at which time and place they will be publicly opened and read aloud. The City will not consider Proposals received after this time. Bidders shall submit one (1) Original of the Bid Proposal in a sealed envelope labeled with the Bidders name and project title. The Work involves grinding and overlaying 20th Street SE while widening the existing three lane section to a five lane section with a dedicated left turn lane at the intersection of 83rd Avenue SE and a two-way left turn lane for the remainder of the corridor. Improvements will be made to the side streets to match in to 20th Street SE as well. Sidewalks will be included on both sides of the road. Structural earth walls, stormwater conveyance, and stormwater facilities will also be constructed. Street lighting improvements will be coordinated with Snohomish County PUD and the span wire signal system on the north leg of 20th Street SE and 83rd Avenue SE will be replaced with steel poles and mast arms. Addendum notification will be provided through the Citys Bid web site and Builders exchange website. It is the responsibility of a potential Bidder to check for Addendums prior to submission of a Bid. Failure to include a copy of all Addendums may, at the Citys discretion, results in disqualification of a Bid. Addendums will stop being posted one Working day prior to the Bid opening. Each Bid must be accompanied by a certified check, cashiers check or Bid bond (with an authorized Surety company as Surety) made payable to the City of Lake Stevens in an amount not less than five percent (5%) of the Bid amount. The City will review Bids received by the submission deadline. The review panel will select the Bid of the lowest responsible Bidder. Non-responsive Bids will not be considered. The City reserves the right to reject any and all Bids. The Bidder must complete the Bid Proposal section of this document. There will NOT be a pre-bid meeting. There is zero UDBE goal for this project. AGENCY TITLE VI ASSURANCES The City of Lake Stevens, in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d--4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all Bidders that it will affirmatively ensure that any Contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit Bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an Award.
