CITY OF LYNNWOOD ALDERWOOD MALL ADMINISTRATIVE PARKING REDUCTION (File No. PAR-008368-2019) Application and Project Description: On August 5, 2019, James Varsamis of Brookfield Properties submitted an application to the City of Lynnwood for an Administrative Parking reduction located at Alderwood Mall. The applicant proposes to reduce the required parking by approximately 12 percent. This reduction in parking based on data from a parking study prepared by a parking consultant. Administrative parking reductions are processed under Lynnwood Municipal Code 21.18. Location: 3000 184th St SW, Lynnwood, WA 98037 Recommendation: Staff recommends approval of this Administrative Parking Reduction application subject to the following conditions: 1.The Administrative Parking Reduction approval is specific to Shopping Center land uses as defined by the Lynnwood Municipal Code. Similar uses which retain similar or lower parking demand characteristics may be allowed under this proposal. Any intensification of existing uses causing increased parking demand or new uses that increase the off-street parking capacity requirement for the site shall be considered through means provided by the Lynnwood Municipal Code. 2.Future mall development specific to the proposed Macy's Future Outparcels or other development not anticipated at the time of this reduction will require Master Plan approval by City Council. 3.Parking management strategies will be developed and implemented to limit impacts of parking reduction during holiday months of November and December. Parking management strategies will require Master Plan approval by City Council. Appeals: Any person who participated in the decision may appeal the Director's decision by filing a written request with the Community Development Department, by Wednesday, January 29, 2020. An affected property owner may request a change in valuation for property tax purposes resulting from this action, notwithstanding any program of revaluation.
