CITY OF LYNNWOOD NOTICE TO CONSULTANTS FOR FACILITY PLAN FOR LYNNWOOD WASTEWATER TREATEMENT PLANT The CITY OF LYNNWOOD solicits interest from consulting firms with expertise in Wastewater Treatment Plant Planning and Design. This agreement will be for approximately 3 year in duration with the option for the CITY OF LYNNWOOD to extend it for additional time and money if necessary. Consultants will be considered for the following project. The CITY OF LYNNWOOD reserves the right to amend terms of this "Request for Proposals" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. A full version of the RFQ can be found at http://www.lynnwoodwa.gov/City-Services/Bids-Proposals/Capital-Projects-Bids.htm Project Description In order to achieve the best practicable waste treatment process and technology, the City of Lynnwood has been continually upgrading its wastewater treatment facility. As part of these improvements the City prospects major upgrades in its current sewage sludge and treated effluent disposal methods such as using an alternative method for Incineration. The city currently relies on the incinerator for treatment and disposal of the primary sludge and waste activated sludge generated by the treatment process. Any limitations of the throughput capacity of the incinerator due to operational problems or other equipment performance issues will directly affect the overall plant capacity. WWTP process performance issues are initially centered around performance of the incinerator, however any evaluation of current or future WWTP performance capabilities and capacity must take into consideration that the liquid stream and solids handling facilities are closely interrelated. Considering the effect of changing one part of the process has on the overall performance of the, this study focuses on the replacement of the incinerator and the possible process changes and considerations including the effects on primary treatment and effluent discharge limits. The work to be performed by the CONSULTANT consists: 1-An evaluation of alternative technologies for final disposal of present and forecast sewage sludge. 2-Provide a comparison of alternative technologies to replace City of Lynnwood current incinerator based on the following criteria -Feasibility of the methods in relation to oFacility's overall performance and capacity oUpcoming Federal and State regulatory changes in nutrient discharges oImpact on the primary treatment and effluent discharge limits oSpace needs and physical constraints -EPA new regulatory requirements -Environmental impact -Cost effectiveness -Dependability -Energy efficiency 3-Develop a site layout and land area estimate for the recommended method and modifications to the existing incinerator. 4-Develop a process flow diagram including treatment process if modifications to the treatment process are imposed by the new disposal method. 5-Identify and evaluate possible alternative cost recovery mechanisms and make recommendations for the capital, operating and staffing requirements for the new method. 6-Provide a preliminary cost and schedule estimate to implement the recommended method. 7-Provide recommendations on the best alternative disposal methods that comply with the requirements of City's NPDES permit, Puget Sound Clean Air Agency (PSCAA) regulations, EPA Standards for Waste Management, EPA Biosolids Laws and Regulations, Federal Plan Requirements for Sewage Sludge Incineration Units Constructed on Before October 14, 2010, NEPA and SEPA. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: qualifications of proposed project manager, qualifications of team, experience of firm on similar services, ability to meet schedule, familiarity with applicable standards, past performance and references, and others listed in the full RFQ. Submittal Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed.
