LANDSLIDE & FLOOD MITIGATION PUBLIC NOTICE Snohomish County has applied for Hazard Mitigation Grant Program grant funding from the Federal Emergency Management Agency (FEMA) to fund the acquisition of properties affected by steep slopes/ landslide, channel migration of rivers, and subsequent flooding along the Skykomish, South Fork Skykomish/ Stillaguamish, and Pilchuck Rivers; with matching funds provided by cooperating owners and Snohomish County. Pursuant to 44 CFR Part 9.12, FEMA gives early notice under Executive Order (EO) 11988, Floodplain Management or EO 11990, Wetland Protection; since this action is located in or affects the floodplain or may affect wetlands. The project sites are adjacent to or are located in the floodplain of the Skykomish, Stillaguamish, and the Pilchuck Rivers and are at risk to channel migration or steep slope failure due to a dynamic river environment. The purpose of the project is to acquire properties at risk of substantial damage by landslide or river channel migration. The proposed action includes the acquisition of up to 3 parcels, with alternative properties included for consideration from the countys list of eligible citizen cooperators. Comments concerning the proposed action will be accepted from the affected public; local, state and federal agencies; and other interested parties in order to consider and evaluate alternatives and the environmental impacts of the proposed action. Comments should be made in writing, sent to the point of contact listed below, and postmarked within 15 days of publication of this notice.
