NOTICE OF PUBLIC HEARING INVITING COMMENT ON SNOHOMISH COUNTY CONSORTIUM 2018 PROGRAM PERFORMANCE Snohomish County announces a public hearing related to the reporting process for federal affordable housing and community development funds. Purpose: The purpose of the hearing is to: Learn about and provide input on performance for the 2018 program year which ended on June 30, 2019; and Receive comments and answer questions. Hearing Date and Time: One hearing will be held on Tuesday, November 19, 2019, in Public Meeting Room 2 on the first floor of the Robert J. Drewel Building (Administration East) on the Snohomish County Government Campus, 3000 Rockefeller Ave, Everett, WA 98201. The hearing is at 10:00 a.m. Background: The County, in consortium with 19 cities and towns within the county, receives approximately $4.5 million dollars in federal funds each year from the U.S. Department of Housing and Urban Development under three grant programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG). The Consortiums 2015-2019 Consolidated Plan identifies local needs for affordable housing and community development. Each year, a one-year Action Plan is developed. The Action Plan indicates how anticipated funding for the upcoming year will be used to help meet the five-year goals and includes awards to specific projects. At the end of each program year, an end-of-year report is prepared called the Consolidated Annual Performance Evaluation Report (CAPER). The report assesses annual progress towards meeting the five-year goals. The CAPER for the 2018 program year, which ended June 30, 2019, was completed in September 2019 and is the fourth report under the 2015-2019 Consolidated Plan. Public Comments: Snohomish County invites comments and participation from all interested persons. Both oral and written comments will be accepted at the hearing.
