NOTICE OF LAND DISTURBING ACTIVITY AND SEPA THRESHOLD DETERMINATION
(Pursuant to the provisions of Chapters 30.70.050(2) and 30.61 SCC)
Project Name: 180th Street SE Phase II: 23rd Ave SE to 35th Ave SE
Project Number: RC1581
Project Description: Snohomish County Public works proposes roadway improvements to 180th St SE
between 23rd Avenue SE and 35th Avenue SE. The existing roadway consists of two lanes with a center
turn lane, narrow shoulders and intermittent curb, gutter and sidewalks. The Phase II Improvement Project
will widen the roadway to include a center turn lane, two travel lanes in each direction and bicycle lanes.
The improvements will also include curb, gutter and sidewalks on both sides of the road. The proposed
improvements will improve roadway safety, improve traffic flow and promote multi-modal mobility through
the corridor.
Project Location: This proposed road improvements will be to 180th St SE between 23rd Ave SE and 35th
Ave SE.

Completeness Date: March 29, 2019
Permits/Approvals Required: Land Disturbing Activity Permit and other applicable federal, state and local
permits.
SEPA Decision: On March 29, 2019 Public Works determined that this project does not have a probable,
significant adverse impact on the environment and has issues a Determination of Nonsignificance (DNS).
An environmental impact statement (EIS) under RCW 43.21C.030(2) is not required. This decision was
made after review of a completed environmental checklist and other information on file with this agency.
Project Comment Period: Comment period ends April 29, 2019
SEPA Appeal Period: Appeals must be received no later than 5 p.m. April 29, 2019
