2. Supervised Drug Consumption Facilities: Briefing

The Planning Commission will be briefed on code amendments referred by the County Council that would


prohibit the siting or establishment of any supervised drug consumption facility within the unincorporated


portion ofSnohomishCounty. These code amendments were the subject of an emergency land use


moratorium ordinance (17-081) that was passed by the County Council on September 25, 2017, prohibiting


such facilities for six months while the Planning Commission and County Council explore options for


permanent regulations.

3. Multifamily Residential: Briefing

PDS will provide a briefing on proposed code amendments that would revise multi-family residential


development regulations including: increasing minimum and maximum densities (dwelling units per


acre) and modify setback, lot coverage, building height, and lot dimension requirements. The proposed


regulations will require the use of transfer of development rights (TDR) credits in order for a developer to


realize the difference between the current allowed maximum number of multi-family dwelling units and the


proposed increase in the maximum number of dwelling units.

4. Modifying Security Device Requirements: Briefing

Staff will provide a briefing on proposed code amendments updating regulations for security devices generally


under Title 30.84 of the SnohomishCountyCode(SCC). (Security devices are financial agreements or


deposits received from an applicant to ensure improvements and work are completed on a proposed


development as conditioned by the permit approvals.) Several sections of the security devices chapter and


one section in the concurrency and road impact mitigation chapter are proposed for amendment. Proposed


changes include additional flexibility in timing of certain improvements and establishing a new easement


requirement to ensure that the County can effectively carry out work not completed under a security device,


in the event that is necessary for the County to do so.

PLANNING COMMISSION’S RANGE OF POSSIBLE ACTIONS:


 


At the conclusion of its public hearing, the County Planning Commission will consider transmitting a formal


recommendation to County Council concerning adoption of the proposal. The Commission may make a


recommendation to adopt or to not adopt the proposal. The Commission’s recommendation may also propose


amendments to the proposal. The Planning Commission is an advisory body and the final decision rests with


the County Council.
