The Planning Commission will hold a public hearing and take public testimony on proposed code amendments


updatingSnohomishCounty’s regulations for personal wireless service facilities (frequently referred to as cell


towers and wireless facilities). At a briefing held July 25, 2017, staff provided an overview of the proposed code


amendments, which revise several related code sections to standardize county code with changes to federal


regulations of personal wireless service facilities. Amendments are also proposed to clarify and streamline the


county’s review and approval process for these facilities.


 


2. 2018-2023 Capital Improvement Program (CIP): Hearing

The Planning Commission will hold a public hearing and stakeholders are encouraged to provide testimony


regarding the 2018-2023 Capital Improvement Program (CIP). The purpose of the CIP is to establish a six-year


financial plan to implement the Capital Facilities Plan (CFP). It is prepared annually as part of the county’s


budget process. The Planning Commission was briefed on the “Statement of Assessment” chapters of the


2018-2023 CIP on August 24, 2017. At the September meeting, the Commission will be presented with updated


financial and project information from the Departments of Finance, Public Works, and Parks and Recreation.

 . Hazard Mitigation Plan Executive Summary


 


The Department of Emergency Management (DEM) will provide an informational briefing on the County’s


Hazard Mitigation Plan. Hazard mitigation is the identification and implementation of short and long-term


strategies to reduce loss of life and alleviate personal injury and property damage resulting from natural or


manmade disasters. The County’s Hazard Mitigation Plan was updated in 2015 by the County’s Department


of Emergency Management in coordination with over 30 municipalities, tribes, and special districts within the


County boundaries.

PLANNING COMMISSION’S RANGE OF POSSIBLE ACTIONS:


 


At the conclusion of its public hearing, the County Planning Commission will consider transmitting a formal


recommendation to County Council concerning adoption of the proposal. The Commission may make a


recommendation to adopt or to not adopt the proposal. The Commission’s recommendation may also propose


amendments to the proposal. The Planning Commission is an advisory body and the final decision rests with


the County Council.
