NOTICE OF LAND DISTURBING ACTIVITIES & SEPA THRESHOLD DETERMINATION


 


(Pursuant to the provisions of Chapters 30.70.050(2) and 30.61 SCC)


 


Project Name: Mouse Creek Sediment Removal


 


Project Number: RC1582


 


Project Description: Mouse Creek is located approximately 3 miles northeast of Darrington. Sediment from


Mouse Creek has accumulated under and adjacent to the bridge that was constructed in 2006, resulting in


flooding overSauk Prairie Roadduring winter months that creates unsafe conditions for drivers. Snohomish


County proposes to remove approximately 85 cubic yards of sediment within the road right of way. This would


allow for partial passage of flow that would flush sediment out from under the bridge and prevent flooding.


An excavator operating from the bridge will remove the sediment, which will require one lane of Sauk Prairie


Road to be closed. Excavation is expected to take one day. A long-term solution is being developed, and it is


anticipated it will be implemented in 2018.


 


Project Location: The project site is located onSauk Prairie Roadapproximately 3 miles northeast of


Darrington, Section 18, Township 32N, Range 10E, W.M.


 


Type of Project: Sediment removal.


 


Permits/Approvals Required: Land Disturbing Activity Permit and other applicable federal, state and local


permits.


 


SEPA Decision: On August 2, 2017, Public Works determined that this project does not have a probable,


significant adverse impact on the environment and has issued a Determination of Non-significance (DNS). An


environmental impact statement (EIS) under RCW 43.21C.030(2)(c) is not required. This decision was made


after review of a completed environmental checklist and other information on file with this agency.


 


Project Comment Period: Submit written or e-mailed comments on or before 5 p.m., Monday, August 28, 2017.


 


SEPA Appeal Period: There is no opportunity for appeal at this time. Pursuant to SCC 30.61.300(3), SEPA


appeals related to a land disturbing activity permit, which is a Type 1 decision, shall be submitted to the


Hearing Examiner together with appeal of the underlying permit.
