There is no opportunity for appeal at this time. Pursuant to SCC 30.61.300(10), SEPA appeals related

NOTICE OF LAND DISTURBING ACTIVITIES AND SEPA THRESHOLD


DETERMINATION


(Pursuant to the provisions of Chapters 30.70.050(2) and 30.61 SCC)


 


Project Name:Mann RoadandBen Howard RoadImprovements


Project Number: RC1726


Project Description:SnohomishCountyhas identified several locations susceptible to flooding at or less


than a two-year recurrence interval: two locations are onBen Howard Road, and the third is on Mann


Road, south of the City ofSultanand State Route 2. Site A is the westernmost site located at a bend in


Ben Howard Road eastof McCoy Creek. An existing driveway culvert will be replaced, the culvert under


the road will be replaced with a 7-foot wide culvert, and the road raised by 2 feet for 400 linear feet. Site B


is west of the intersection ofBen Howard Roadand311th Avenue SE. An existing driveway culvert will be


replaced, a new 48-inch culvert will be installed underBen Howard Road, and the road raised 4.8 feet for


600 linear feet. Site C is the easternmost site located at Devil’s Elbow onMann Road. A driveway culvert


will be replaced, and the culvert under the road will be replaced with a new 17-foot concrete box culvert.Two


additional 48-inch drainage culverts will be installed side by side further to the east. The road will be raised


6 feet for 700 linear feet. Guardrail will be installed. Construction is scheduled for 2021.


Project Location: The project sites are located in Sections 5, 7 and 8, Township 27 North, Range 8 East,


 


W.M.


Type of Project: Roadway improvements, including installation of culverts.


Permits/Approvals Required: Shoreline Substantial Development Permit, Land Disturbing


Activity Permit and other applicable federal, state and local permits.


SEPA Decision: On February 8, 2019, Public Works determined that this project does not have a probable,


significant adverse impact on the environment and has issued a Determination of Non-significance (DNS).


An environmental impact statement (EIS) under RCW 43.21C.030(2)(c) is not required. This decision was


made after review of a completed environmental checklist and other information on file with this agency.


Project Comment Period: Submit written or e-mailed comments on or before 5 p.m., Monday, March 18,


2019.


SEPA Appeal Period: There is no opportunity for appeal at this time. Pursuant to SCC 30.61.300(10),


SEPA appeals related to a shoreline substantial development permit, which is a Type 1 decision, shall be


submitted to the state shorelines hearings board together with appeal of the underlying permit.
