NOTICE OF LAND DISTURBING ACTIVITIES & SEPA THRESHOLD DETERMINATION


 


(Pursuant to the provisions of Chapters 30.70.050(2) and 30.61 SCC)


 


Project Name:Sauk Prairie RoadCulvert Replacement Project


Project Number: RC7879


Project Description:SnohomishCountyis proposing to replace a culvert onSauk Prairie Roadhalf a mile


east of the intersection withCrawford Loop Road. The larger culvert will carry flow from a stream and a pond


associated with a wetland on the south side of the road, and eliminate flooding on the road during periods


of high precipitation. A 600-foot section of the roadway will be raised up to 3 feet higher to accommodate


the culvert. There will also be impacts to streams and wetlands and their buffers on both sides of the road.


Excavation is estimated at 95 cubic yards, and fill at 2,119 cubic yards. Construction is scheduled for Summer,


2018 and duration is estimated at 8 weeks. A traffic detour will be implemented as it will be necessary to


close the road.


 


Project Location: The project site is located onSauk Prairie Road, approximately 3.2 miles northeast of the


town ofDarrington, in SE 1/4, NE 1/4, Section 8, Township 32N, Range 10E, W.M.


 


Type of Project: Culvert Replacement


 


Permits/Approvals Required: Land Disturbing Activity Permit and other applicable federal, state and local


permits.


 


SEPA Decision: On April 21, 2017, Public Works determined that this project does not have a probable,


significant adverse impact on the environment and has issued a Determination of Non-significance (DNS). An


environmental impact statement (EIS) under RCW 43.21C.030(2)(c) is not required. This decision was made


after review of a completed environmental checklist and other information on file with this agency.


 


Project Comment Period: Submit written or e-mailed comments on or before 5 p.m., Monday, May 22, 2017.


 


SEPA Appeal Period: There is no opportunity for appeal at this time. Pursuant to SCC 30.61.300(3), SEPA


appeals related to a land disturbing activity permit, which is a Type 1 decision, shall be submitted to the


Hearing Examiner together with appeal of the underlying permit.
