NOTICE OF SEPA THRESHOLD DETERMINATION


 


 (Pursuant to the provisions of Chapters 30.70.050(2) and 30.61 SCC)


 


Project Name:Mid-SpencerIslandDike Breach Enlargement Project


 


Project Number: RR49250


 


Project Description:SnohomishCountyis proposing to restore tidal marsh habitat on 74 acres of Mid-Spencer


Island to improve access and quality of habitat for juvenile salmonids. The project involves the removal of


1,400 linear feet of dike in 3 primary areas, 13 more minor areas, and the construction of 8 starter channels to


create a dendritic tidal channel network on the island betweenUnionand Steamboat Sloughs. This will impact


0.3 acres of Type S waters. Excavated soils will be placed adjacent to the starter channels, impacting 8.3 acres


of Category I estuarine wetlands. Wood features will be installed to encourage habitat complexity. It is also


proposed to remove an estimated 82 wooden piles in the northeast corner of the project site. Temporary fish


screens and turbidity curtains will be in place prior to any inwater work. Construction is scheduled for 2019.


 


Project Location:Mid-SpencerIslandis located within theSnohomishRiverestuary. The project area is


bordered to the west by Union Slough, to the south by the Buse Cut, to the east by Steamboat Slough, and


to the north by the Blue Heron Slough Restoration Project. The project location is in Section 10, Township 29


North, Range 5 East, W.M.


 


Type of Project: Salmon Habitat Restoration


 


Permits/Approvals Required: Shoreline Substantial Development Permit and other applicable federal, state


and local permits.


 


SEPA Decision: On May 31, 2017, Public Works determined that this project does not have a probable,


significant adverse impact on the environment and has issued a Determination of Non-significance (DNS). An


environmental impact statement (EIS) under RCW 43.21C.030(2)(c) is not required. This decision was made


after review of a completed environmental checklist and other information on file with this agency.


 


Project Comment Period: Submit written or e-mailed comments on or before 5 p.m., Monday, August 7, 2017.


 


SEPA Appeal Period: There is no opportunity for appeal at this time. Pursuant to SCC 30.61.300(10), SEPA


appeals related to a shoreline permit shall be submitted to the state shorelines hearings board together with


appeal of the underlying shoreline permit.
