SNOHOMISH COUNTY COUNCIL Snohomish County, Washington NOTICE OF ENACTMENT NOTICE IS HEREBY GIVEN, that on March 11, 2020, the Snohomish County Council adopted Amended Ordinance No. 20-005, which shall be effective March 28, 2020. A summary of the amended ordinance is as follows: AMENDED ORDINANCE NO. 20-005 Sections 1, 2, and 3. Adopt recitals, findings of fact, and conclusions, and states that the Council bases its decision on the entire legislative record. Section 4. Amends SCC 30.23.210 to: (1) create a new introductory subsection; (2) simplify the lot size averaging calculation into two subsections to specify all areas that may be counted and provide a clearer method for determining the lot yield allowed; (3) incorporate the determination by the Snohomish County Council in Motion No. 07-327 that public right-of-way dedicated as part of lot size averaging may count toward the calculation in lot size averaging; (4) clarify that the provisions of SCC 30.23.230(3) cannot be used in conjunction with lot size averaging; and (5) make housekeeping changes to attain consistency with the 2013 Roads and Access Ordinance and bulk regulations terminology. Section 5. Provides a standard severability and savings clause. County Council approved an amendment that allows private roads in easements or tracts to count toward the calculation in lot size averaging.
