or land use that is not already scheduled for public hearing on this meeting agenda. Persons providing public

Citizens are reminded that Planning Commissioners are volunteers and do not work for the county. As the
legislative body, the County Council has decision-making authority.
E. UNFINISHED BUSINESS
1. 2016 County-initiated Comprehensive Plan Amendments (Batch 2): Hearings
Steve Skorney, PDS Senior Planner, will briefly review and update commissioners on the briefing items
discussed at the April 26, 2016, Planning Commission meeting. Following that review, will be held regarding
the following topics:
• GPP14 – Rural Urban Transition Area (RUTA)

The Planning Commission will hold a public hearing on a package of amendments including: (1) proposed
policy amendments to the Land Use chapter of the General Policy Plan (GPP); (2) proposed map amendments
to the Future Land Use (FLU) map of the GPP; and (3) proposed code amendments to Title 30 SCC. This
package of amendments support removal of the Rural Urban Transition Area (RUTA) to resolve identified issues.

The Planning Commission will hold a public hearing on proposed policy amendment to the Natural Environment
chapter of the GPP that supports the consideration of rainwater catchment as a domestic water source for
individual residential water systems.
F. NEW BUSINESS
Agreement to Hold a Briefing and Hearing on the Same Topic: Commission Vote
Per Plannng Commission Bylaws (Article VII, 1.1.0) amended April 22, 2014:
Public hearings may not be held in the same meeting as a briefing on the same topic unless overridden by a
two-thirds (2/3) vote of the currently appointed members of the Planning Commission.
Due to schedule constraints, a one-topic briefing/hearing may need to be conducted at the Planning
Commission’s June 28, 2016, regular meeting. In anticipation of that potential, and per the bylaw statement
above, PDS recommends a Commission vote be taken at the May meeting, thereby allowing for this potential
action in June 2016.
PLANNING COMMISSION’S RANGE OF POSSIBLE ACTIONS:
At the conclusion of its public hearing, the County Planning Commission will consider transmitting a formal
recommendation to County Council concerning adoption of the proposal. The Commission may make a
recommendation to adopt or to not adopt the proposal. The Commission’s recommendation may also propose
amendments to the proposal. The Planning Commission is an advisory body and the final decision rests with
the County Council.
