2019 Internal Consistency Code Amendments: Briefing

This is a non-project proposal for Internal Consistency code amendments to Title 30 of the Snohomish


County Code (SCC). Internal Consistency code amendments are an ongoing series of ordinances intended


to reconcile or eliminate ambiguities, duplications and inconsistencies in title 30 of the SCC. Internal


Consistency code amendments contain a range of technical corrections and other code amendments


necessary for overall code uniformity, but do not include code amendments related to policy.


Below are general criteria used to determine if a proposal qualifies as an Internal Consistency code


amendment. The criteria are intended as guidelines and an Internal Consistency code amendment would


typically meet most if not all of the following criteria:


a) Resolves an obvious error.


 


b) Will eliminate/resolve duplication or inconsistencies.


 


c) Has limited latitude for interpretation of meaning.


 


d) Has minor implementation consequences that are not policy related.


 


Following the hearing to consider the proposal, it is requested that the Commission provide a


recommendation to the County Council regarding the proposed Title 30 code amendments.

1.


Transfer of Development Rights (TDR): Informational Briefing

PDS will provide an informational briefing on the county’s transfer of development rights (TDR) program, an


innovative voluntary process that can permanently protect farm and forest lands. This briefing will provide a


broader understanding of the TDR concept and how the county administers its TDR program.


2.


Public Records Act: Training


This presentation on the Public Records Act (PRA) will cover what exactly is a “public record,” how the


PRA applies to the Planning Commission, and will provide tips for managing records related to work on


the Commission.


3. Election of 2020 Officers

PLANNING COMMISSION’S RANGE OF POSSIBLE ACTIONS:


 


At the conclusion of its public hearing, the County Planning Commission will consider transmitting a formal


recommendation to County Council concerning adoption of the proposal. The Commission may make a


recommendation to adopt or to not adopt the proposal. The Commission’s recommendation may also propose


amendments to the proposal. The Planning Commission is an advisory body and the final decision rests with the


County Council.
