Citizens are reminded that Planning Commissioners are volunteers and do not work for the county. As the


legislative body, the County Council has decision-making authority.


 


E. UNFINISHED BUSINESS


 


 


Establishing the Use of Rural Craft Breweries/Distilleries/Wineries


 


(Remanded Ordinance No. 15-066): Study Session (approximate time one hour)


 


The County Council considered this Ordinance at several public hearings in 2016. The Council remanded


the Ordinance to the Planning Commission on September 21, 2016, for further study and discussion of the


proposed regulations and related issues.


 


The purpose of this study session is to prepare for future work on this topic by the Planning Commission.


 


The goals of the study session are to review work completed to date as considered by Council at their hearings,


and to work with the Planning Commission on developing a process for moving forward with Council’s direction


to the Planning Commission to re-review this topic.


 


This study session will review the history and background and provide an opportunity for discussion of the


development regulations proposed in the Rural Craft Breweries/Distilleries/


 


Wineries Ordinance. Summaries of the related issues and amendments previous presented to Council and


public testimony already received will be provided at the study session.


 


No recommendations will be discussed and no action will be taken; written materials will be available at


the study session. The public is invited to attend. While public testimony on this specific topic will not be


taken during the study session, time is available for general public comment at the start of each Planning


Commission meeting.

2016 Code Correction Ordinance. Code correction amendments are intended to rectify minor inadvertent


errors in the Snohomish County Code (SCC) that cannot be addressed by the county code reviser through the


authority in SCC 1.02.020(2), and that are generally non-substantive in nature .


 


General guidelines/criteria that aid in determining if a proposal qualifies as a code correction have been


established for previous code correction processes. The criteria are intended as guiding principles and a code


correction would typically meet most if not all of the six criteria. The criteria are as follows:


 


Does the proposed correction:


 


1. Solve an obvious error?


2. Solve a problem or provide consistency?


3. Have a simple need, scope and result which are obvious and do not require team review?


4. Involve minimal code drafting time?


5. Have limited latitude for interpretation of meaning and generally does not result in corrections to


multiple code sections?


6. Have minor implementation consequences?


 


 


Revisions to Snohomish County Code meeting these criteria will be included in a code correction ordinance.


Prior to this proposal, the most recent code correction ordinance was approved in April 2016.


 


G. ADJOURN


 


PLANNING COMMISSION’S RANGE OF POSSIBLE ACTIONS:


 


At the conclusion of its public hearing, the County Planning Commission will consider transmitting a formal


recommendation to County Council concerning adoption of the proposal. The Commission may make a


recommendation to adopt or to not adopt the proposal. The Commission’s recommendation may also propose


amendments to the proposal. The Planning Commission is an advisory body and the final decision rests with


the County Council.
