Annual Capital Improvement Program: Hearing

Planning and Development Services (PDS) along with the Finance Department coordinates an annual


Capital Improvement (CIP) Program that theCountyCharterrequires to be adopted with the County


budget each year. At the August 27, 2019 Planning Commission meeting, County departments provided the


Commission with a high-level overview of the County’s annual CIP including how it satisfies state and local


requirements, and the process for updating it so it can be considered by the County Council as part of the


annual budget. At this September 24th meeting, staff from the Finance Department will provide updated


fiscal information as well as an updated draft of the 2020-2025 CIP. For further information, please review

Transfer of Development Rights (TDR) Code Amendments: Briefing

PDS will brief the Planning Commission on proposed code amendments to Chapter 30.35A SCC that would


establish a Transfer of Development Rights (TDR) Bank and allow for the deferral of TDR certification fees.


The purpose of these code amendments is to support the county’s TDR program.


Following a public hearing, tentatively scheduled for October 22, 2019, PDS requests that the Planning


Commission provide a recommendation to the County Council regarding the proposed amendments to


Chapter 30.35A SCC.

Capital Improvement: Informational Briefing

PDS will provide a briefing on the Capital Facilities Plan Background paper, which is one of a series of


background papers in preparation for the 2023 Comprehensive Plan update. The 2023 update provides


an opportunity to review the Capital Facilities Plan and related sections in the comprehensive plan, and


determine what portions, if any, the county may want to change.

PLANNING COMMISSION’S RANGE OF POSSIBLE ACTIONS:


 


At the conclusion of its public hearing, the County Planning Commission will consider transmitting a formal


recommendation to County Council concerning adoption of the proposal. The Commission may make a


recommendation to adopt or to not adopt the proposal. The Commission’s recommendation may also propose


amendments to the proposal. The Planning Commission is an advisory body and the final decision rests with the


County Council.
